Subscribe: 1 year only $26 Black Hawk County supervisors wage rare fight over next chair TIM JAMISON Jan 2, 2020 Updated Feb 7, 2020 2 WATERLOO — The Black Hawk County Board of Supervisors kicked off the new year with a rare spat over the next chairperson. Chris Schwartz ultimately was elected Thursday to lead the five-member board during the 2020 calendar year, breaking a longstanding practice in which the gavel was passed to the previous year’s pro tem. Supervisor Linda Laylin, who was in line to become chair after serving as pro tem in 2019, was caught off guard when Supervisor Craig White nominated Schwartz for the position. Schwartz also seemed surprised and countered by nominating Laylin for the post. During an awkward discussion that followed, White said he made the move because Schwartz was unfairly denied the pro tem position last year and said he had personal problems with Laylin leading the board. “You’re not transparent enough, as far as I’m concerned,” White said. Laylin said she assumed, given past practice, she was going to be elected as chair and wished the situation would not have blown up during the meeting. “We are starting the year off badly,” Laylin said. “It’s unfortunate.” Schwartz, who is starting his fourth year on the board and first stint as chair, also voiced disappointment about how the process unfolded.

Supervisor Tom Little led in votes, followed respectively by Linda Laylin and Chris Schwartz. Schwartz led Dunlop by a less-than-1% margin of victory. The Democrats will continue to serve on the five-person Board of Supervisors, exercising authority over the county budget, administering county programs and making policy. They serve alongside Democrat Craig White and Republican Dan Trelka, who lost his bid for county sheriff Tuesday. % Precincts Reporting 66,926 100% Rep. Brent Dunlop 30,253 23.82% Dem. Linda Laylin 32,214 25.37% Dem. Chris Schwartz 31,022 24.43% Laylin, 70, was first elected in 2012 when she beat Republican incumbent Scott Jordan. She said she will continue to bolster businesses with her background in economic development. She is the sole woman on the Board of Supervisors. She hopes to grow partnerships with people and departments across the county, she said. As a supporter of the Black Lives Matter movement, Laylin plans to help bring issues of racial equity to people’s attention, she said.
