FOR nearly a decade, the Travelers Property and Casualty insurance company has been operating quietly under the wing of Sanford I. Weill and his collection of financial services businesses now known as Citigroup. But in an acknowledgment that property-casualty insurance does not mix well with banking, Mr. Weill is cutting Travelers loose so he can concentrate on faster-growing businesses. Mr. Weill, who has profited handsomely in the past by buying and selling companies, is expected to make a big profit with this transaction. Nonetheless, many analysts believe that Travelers is likely to be a worthwhile investment as an independent company. Mr. Weill plans an initial public offering of 20 percent of the company within 90 days and is expected to file a prospectus on the deal later this month. He intends to give the remainder of the company to Citigroup shareholders before the end of the year. The sale, analysts estimate, will raise $4 billion to $6 billion in what would be the largest initial public offering in the insurance industry, exceeding the $3.03 billion raised by Prudential Financial in mid-December. Analysts and investors regard Travelers, which sells commercial as well as auto and home insurance, as one of the jewels of the property-casualty business. ''Investors will probably snap up this stock,'' said William Yankus, a senior analyst at Fox-Pitt Kelton, an investment firm specializing in insurance and other financial businesses.
